Proposed CY 2011 OPPS Rule Posted, Open For CommentProposed changes to the Hospital Outpatient Prospective Payment System (OPPS) for calendar year (CY) 2011 have been posted and are open for public comment through August 31, 2010. The changes are outlined in the Proposed Rule, CMS-1504-P (PDF), which can be viewed and downloaded from the Hospital Outpatient Regulations and Notices listed on the Centers for Medicare & Medicaid (CMS) website. The proposed OPPS changes would be applicable to services furnished on or after January 1, 2011. Details regarding the Hospital OQR Program are on pages 544-627 of the PDF downloadable file.
Measure descriptions for newly proposed Outpatient Clinical Measures
The Measure Descriptions (PDF document) contains the additional proposed measures outlined in the Proposed Rule, CMS-1504-P (PDF). CMS welcomes and encourages comments on the additional proposed measures that may be added to the Hospital Outpatient Quality Reporting Program over the next few years.

The OPPS Final Rule for Calendar Year 2010
The Outpatient Prospective Payment System (OPPS) Final Rule for Calendar Year 2010 (CY 2010) has been released. The rule can be accessed at: CY 2010 OPPS Final Rule.
CMS Announces Hospital Outpatient Public Reporting Policy
In 2010, CMS intends to publicly report hospital outpatient quality measure data. Subsection (d) hospitals reimbursed under the OPPS are required to meet data reporting requirements in order receive their full APU. For these hospitals, reported Hospital OQR Program data for selected time periods will become public as required by section 1833 (t)(17)(E) of the Social Security Act, and will be posted on Hospital Compare list Web site.
For measures OP-1 through OP-5, data will be publicly reported for data periods beginning with the 3rd quarter of 2008. For measures OP-6 and OP-7, data will be publicly reported for data periods beginning with 3rd quarter of 2009. For measure OP-8 through OP-11, 2010 payment determination calculations will be reported using calendar year 2008 claims.
